When Charter mobilized as the concrete contractor for the larger renovation at Legislative Plaza in downtown Nashville, the team identified concrete damage throughout the existing parking garage. Rather than leave those repairs for a later project, Charter’s Restoration & Repair Division surveyed the garage, documented the conditions, and worked with the project team to develop a plan to address them while construction was already underway.
From October 2025 through March 2026, Charter’s R&R team performed overhead spall repairs, top slab repairs, full-depth slab repairs, and crack repairs throughout the garage. The work became an important part of the larger renovation and required the team to adapt its approach to each repair’s conditions and access requirements.
Finding the Right Approach for Every Repair
Concrete repairs rarely come with a one-size-fits-all solution. At Legislative Plaza, each area had its own conditions the team had to evaluate to determine the best way to complete the repair without disrupting the larger project.
One example was a series of soffit repairs above a vehicular ramp that provided access to the parking garage. Because construction vehicles still needed to use the ramp, Charter couldn’t simply close the entire area. Instead, the team phased the repairs, closing portions of the ramp while keeping the other half open for construction traffic.
That kind of flexibility became a recurring part of the work.
“Our crew did a great job of staying attentive to the details and adapting to the conditions we encountered,” said Hank Arnold, Repair Manager at Charter Construction. “They followed the engineer’s procedures and instructions and made sure the repairs were completed properly and to the required standards.”
The field team’s ability to adjust to changing conditions, combined with close coordination between Charter’s superintendent, the GC team, and other trades, helped keep repairs moving without creating unnecessary delays for the broader renovation.
Protecting the Structure for What Comes Next
The work also served a purpose beyond improving the garage’s condition. If left unaddressed, some of the damage could affect the structure’s long-term integrity.
In several areas, concrete spalling had exposed post-tensioning (PT) cables within the structure. These cables play a critical role in resisting tensile forces, and some had begun to corrode after becoming exposed.
Because these repairs would eventually be necessary, completing them during the renovation offered the owner a clear advantage. Addressing the damage while the building was already under construction helped reduce future costs and avoided the added complexity of returning to make repairs after the garage was occupied.
One Project, Two Areas of Expertise
What started as an assessment of existing concrete conditions became an important part of the larger Legislative Plaza renovation. By bringing its Restoration & Repair expertise to a project where Charter was already performing new construction work, the team could identify problems, develop practical solutions, and address them at the right time.
The result was more than repaired concrete. It was a stronger, more complete project—and one less set of problems for the owner to deal with down the road.
